Morocco
Morocco’s latest data reflects relatively strong financial commitment to education, though major data gaps remain. In 2023, the country allocated 6.02% of GDP to public education—slightly above the global benchmark of 6% and higher than the regional average.
However, Morocco has not published school attendance data since at least 2016, creating a significant gap in understanding equity and access trends.

Public financial effort measures the share of GDP and the national budget invested in education. Since 2015, international benchmarks have recommended 4–6% of GDP and 15–20% of total government spending. In Morocco, the most recent data (2023) shows that education spending accounted for 6.02% of GDP, surpassing the global benchmark and above the regional average. Data on education’s share of the national budget is not available, limiting a fuller assessment of investment priorities.
Public expenditure on education as a % of GDP
Data on per-student spending has not been available since at least 2015, limiting further analysis of government priorities.
Equity in education is assessed through gender and wealth parity indicators. Yet Morocco has not published school attendance data since at least 2016. This lack of recent information is an obstacle to evaluate progress on inclusion and equity.
